When national common services become international service companies, new strategies and structures are needed in order to become competitive. It challenges companies. It challenges how we perceive these businesses. Not the least it challenges the way we assume that government can influence these former 'top-down controlled markets'. New tools are needed both for management of these companies as well as government interested in influencing 'the name of the game'.
